Look at this.

According to government forecasts, the country will be able to achieve population growth rates no earlier than 2030. Rosstat predicted that the country’s population could drop by more than 12 million by 2035.

If that happens, on a population of 140 million, you are looking at an estimated 8% loss in 14 years.

Well its the problem with technology and the economy. With technology, people are no longer focused as much on building a family and the economy doesn't feel safe for those people to build a family.
