I would say Texas is not far behind.
Watched a video of a guy who works for a VC firm. He said it registers 500 companies per year in Delaware...or did.
He cited the rule of law (or lack thereof) as the reason for it.

He is definitely not happy with the court's ruling out his pay package and as a result he wanted to pay no more taxes to State of Delaware as its laws somehow contradicted SpaceX policies.
Corporate thinking that's all.
