There is no problem with european system at all (finacially wise) instead of USA. Bribes? The only problem is that there are not so much doctors, that is why somebody must wait in a row. If he do not want to stay in a row?...
...Well, he can do something else to be earlier. But it is just his opinion, it is not mandatory!!! In US - just to get into doctor room you must pay a lot even if you have paid your healthcare insurance...
