It's not about that. I have Dash Payment Pending on my 1st post when I already got my Inleo.
But it is about that. LEO is part of what you get paid for your posts. When you cashout to Dash, that LEO gets converted to Dash via LeoDEX.
If you haven't earned enough for 0.25 Dash at a minimum, you won't be able to cash out.
