Well the FCC rules are a bit of a grey area on that subject, that's why I wrote about the "news comedy loophole."

I do believe in rules as well (violence-enforced ones should be as few as possible though), although with internet speech we don't have an FCC saying what you can and can't say on X, for example.

Ideally, anyone should be able to say whatever they want, but if someone is defrauded or has damages because of false information, they should be able to sue.

agreed but you also can't cause mass panics like "fire" in a theater that can cause damage.
So if used public airwaves (which i know you disagree with) to tell lies about crimes that could cause a riot etc....

if you do the research a lot of this stems from when the original "war of the worlds' was broadcast on the radio and people believed it and people died over it.
