When it’s this proposal, yeah it does & should. Respectfully maybe the fact you are over 99% below where it needs to be funded, should be a clear sign this proposal is not up to standards, or nobody wants to fund this type of thing. I’m not being a jerk, I’m being honest. If it can’t hit 1% of the number needed to beat return proposal, the issue is the project & proposal. You could argue otherwise if it was even 90% shy at 5 million HP but not even 2% is a clear sign you have not proposed something in demand or answered any questions to satisfactorily to help change minds.
