Not with the proposal but it will require a hardfork where one of the updates can include the reduced time for the power downs but I think the core people who created hive wanted to keep it like that and it will not be changed. Though 13 weeks is a much of time.
We all need upgrades and I think there should be ways where a user can decide to burn few percent of their powered up tokens to power down quickly. I have had that idea but maybe not a good idea.
