New naira note available still a problem in Nigeria despite CBN saying the new note is available to the banks ?

The circulation of the new naira note as become a serious problem and causing unrest for business and individuals in Nigeria the situation has aggravated to the extent that even customer going to the banks could not get enough cash at the banks according to a eye witness he said he was in the bank around 12 noon and he left the bank with just 20,000 at around 4 o'clock in the evening not only that the ATM machines are also crowded by people that wanted to withdraw cash sometimes you might even end up not getting any cash at the machines ,also the POS point are also complaining of no cash and if you are so lucky to get cash from them it will definitely come with extra charges,
This issue is becoming unbearable for everyone as the new note is not yet in circulation

What could be the problem?
Should the CBN give extension so that the money can be in circulation?
*Should the government provides secret service personel into the banks to make a scape goat at those that are adding unnecessary charges?
Or should the windrower policy be removed so that individuals and pos stations can withdraw any amount at any point?
This situation is becoming very serious as it's affecting our daily activities
