nop, Matic is a decentralized blockchain as well as Fantom for instance but BSC is a blockchain which nodes are Binance property so, yes, they somehow work autonomously but the nodes and servers are from the same owner...
that's why is so important to look for things on which decentralization is a fact and not a partial fact.
BITCOIN is decentralized because nodes are totally distributed on miners which work independently, however,sometimes they use to mine in POOLS using their mining power together to get more likelihood of block reward (this is a centralized tactic as well however very different from BSC and, of course, totally fair)

Well, many thanks for this info. Now I need to raise this issue in that community lol! CNS was on Tron before and it has been just a year since it shifted to BSC.
