We will probably get a washed up list at the end of the day.
Yeah all of the dead ones + anyone scheduled for takedown!
I highly doubt any list will ever be published - but if it is, yes, it will be just another method of obscuring truth in order to achieve geo political goals.
I mean, there seems to be a lot of public pressure for it, hence why I'd expect that something will be released eventually.
But time will tell.
