I don't know, your proposal basically changes the HIVE blockchain from DPoS to PoS... This will make the blockchain look similar to others that have more technology, so the only product of HIVE will be Resource Credits... Currently, can you give 10 votes of 100% per day, do you donate 10 times a day? or just rarely? The current system is basically a DAO fund in the hands of all users, people think differently about what is in the reward pool and what is in the wallet, being inside the wallet is yours and you will hardly want to donate that.
