What about rags instead? It's possible that second hand stores locally may have material that could be of use to you that isn't in good enough shape to be sold. You might need to hire some folks to cut off buttons and zippers, and run the rags through shredders. Hereabouts there are green boxes where people can drop in clothes to donate, and I am confident not all the clothes donated are up to snuff. I think it's called the Gaia Initiative, or something like that.
