There is a fee that must be paid in order to create a proposal: 10 HBD + 1 HBD for each day it "lasts" over 60 days. Fee based on duration: 10 HBD
The fee is not that high. SPS DAO require a 100,000 DEC to be burned. DHF is cheap compared to that.
