CEO' are not the center of the universe, but the "problem" is... They have power and this means a lot. However, there are many people with great ideas and who do not believe in themselves for many reasons (which is quite sad).

Sadly yes, the Dunning Kruger effect is omnipresent. The ones with great ideas might need some push or a success story behind to go for it.
