When one's upvote value is less than $0.02, comment upvotes are usually washed away as dust. One needs to have about $600 in HIVE POWER before their comment upvotes get paid.
I sometimes go through the comments of accounts I want to support and add an upvote to sweep their dust.
Users can employ @dustsweeper with the OUT option. Whenever outbound upvotes are worth less than $0.02, dustsweeper will give an upvotes sufficient to bring the vote value above the dust threshold.
It is good to use alt coins like !WINE to encourage engagement

It is unfortunate the amount of Hive required for a 2 cent vote. As more and more Hive is earned and powered up, this threshold gets harder to obtain unless the price goes up with it.
I like to point new users to @penguinpablo 's Upvote Calculator. It said that an account with 750 HP has an upvote worth $0.02 . It showed the HIVE price was $0.48 and Reward balance was 806,223 when I visited.
That would cost $380.
My general rule is that one shouldn't upvote comments until one has enough HP to assure the vote will get paid out.
