A plan is more than most have. Some don't even have a first aid kit in the house and vehicle, or know how to use it. Quite pathetic really. And they call themselves good parents. Laughable.

Yeah. I carry tools and a first aid kit on my MC even. And know how to use both.
Lol, even know how to use them.
A person doesn't need to be an expert at all of this stuff I think, just have some knowledge and understanding. It also helps to have the equipment, especially on the car, as someone else may be able to utilise it to good effect.
Common sense really.
