Yes I've been shuffling around cards, best PP to highest rarity, and also adding considerable PP to plots recently. Where earlier, after claiming SPS and Aura (spending resources) I would have 5K - 9K of resources in DEC left over (from three specific regions/tracts)... lately I have been 'breaking even' after adding a good bit of PP. It's wild...
