I suspect the crux of the problem lies beyond inefficiency, which, by the way, wasn't the focus of this fiction, but which one senses in the narrative of today's world. Today, the end of the Welfare State policy in Western countries is being discussed. Even without falling into conspiracy theories, depopulation is already being talked about as a solution to supposed climate change. So, I wouldn't be surprised by some intentionality. Meanwhile, many valuable lives are being lost that could have been avoided with good care.
