I like this scene because it paints the world from Carlos' point of view. It's a world spreadsheets and numbers, which is a contrast to the receptionist's "warm and friendly voice."
It is a great and thoughtful story that shows the human side of the health business.

Your assessment is very valid. Although perverse and petty motives are more than present. I believe that depersonalization and the distortion of bureaucratic objectives are some of the causes of objectification and indifference toward humanity.
