A lot comes from the favelas, but there are some rich condominiums that also did it. A while back the government went after it and fixed a lot of them, but it's Brazil, land where rules are meant to be broken with no punishment!!! remember when I said people only think about themselves? if they can save some money not using the regular sewage system, they will, no matter if you are rich or poor.
