ocdb will send them, has a short buffer though where it takes up to 7 days to start sending rewards but it also lasts 7 days longer once you undelegate.

Do you reward them daily or weekly?
and about receiving the vote do you have to do something, use a specific tag?
Daily usually, unless there's some hiccups.
Delegator's aren't guaranteed a vote, we try to curate as many unique underrewarded authors as possible, posting into niche communities helps getting visibility.
