I have to agree with you on the not too touristy yet. But Boracay is on a different level. If you're not into crowded places and you want to enjoy the beach on your own, Cebu is definitely a good choice. If you're into parties and good time aside from the white sand beach, blue skies, sunset, and crystal clear waters, Boracay is also a good choice. Especially now that Boracay has been rehabilitated, it's really a league of its own.
You're also true that there are similar places in different parts of the country when it comes to tourist spots. Some of them are not even known or discovered yet. After this quarantine, I'll definitely step out and discover more!
