Having degree is like human appearance, being really educated is like human character (actually education is a character not an appearance), hence an 'educated' person is one who really displays the character of a certified person. It is expected that being certified is being educated, but that is not always the case, just like you would expect every good looking person to be well-behaved, but this is also no always the case.
