The Covid-19 is very contagious. The rate it spreads, and how easily it spreads is frightening. Just look at the cases from the dormitories. We have to be very sure that we have it under control before we lift the Circuit Breaker, otherwise all our previous efforts will be wasted. And that is A LOT of EFFORTS! So, it is understandable that we have to make adjustments to our lives even after the Circuit Breaker. I don't think anyone likes to go through the Circuit Breaker phase again. :-)

Indeed. So I do not understand why some people are so impatient. At least the measures are being eased and we are starting to see the end of the tunnel.
They probably were not able to see the big picture. :-)
