Opening packs or buying them off the market. Every now and then if you have the seasonal musician, you can run the seasonal mission for a chance of getting a seasonal instrument.

@jfang003 explained it well. You can either buy from market, if you are luck you may get some in card packs ot you can also mint new instruments by collecting the part in Custom Shop mission.
