Johannesburg shows how much detail gets lost when an entire country is covered by one travel advisory. A visitor reading a warning from abroad may have no idea how much the experience can vary by neighborhood, route, and time of day. No one would know that locals actually try to protect visitors from an advisory. Whoever ends up running the municipalities, I’d judge them by what residents see on the ground, from better street lighting to more reliable public services.

Yes you are 100% correct and every neighborhood varies depending on the time of day. Each municipality has a responsibility for all those commuting through or living in those municipalities and this is where they mostly fail. Having a safe happy municipality will result in votes and remaining in charge and why the bigger picture is lost. This is all very simple because we can all see this yet there are so few municipalities run correctly.
