Yeah, that's about right.

Sure, I'd recommend it for most people who are open to improving and learning. Maybe you learn something new, or get a fresh perspective. For those who think it's all crap, then it's probably not worth them reading this type of material.

Positive Psychology for me is exactly that - the study and science of the mind geared towards the positive and optimisation. Not so much standard self-help platitudes (although there can always be cross-over) but an actual basis to work from and practical application.
