The strategy seems to be to repeat lies enough that people believe them. Trump did this by discrediting the voting system before the election, but he was doing it in his initial campaign with 'fake news' and 'lock her up'. With the election they could not get a credible case in court, even with republican judges. Trump's greatest achievement was to get more people to vote.
