When the instruction was made in the scriptures that thou shall not touched my announced, God knows that though the agents of the darkness can claim to be powerful but he must protect his own.
He knows that the generation of man increases day by day and we keep multiplying based on his blessings from the inception of the world but since not all are following his commandments and doing his will, the clause has to be included in his instruction and order.
This means that truly, evil spirits may possess the power of their evil occult but as long as we remain in the will and love of God, then we are covered and protected under the shadow of the Almighty.
The world may be filled with evil but we that are of the Lord will always be prevented from evil and no evil hands shall be able to withstand our aura let alone moving close to touch us for bad.
God gave us the power to dominate over everything and so the order cant be irreversible as long as we don't fall into the pit of sin and away from the face of God.
So according to the video prompt, yes evil spirits can touch humans but they can't touch those that are divinely appointed and announced by God to be his own.
