Everybody can pray. But what really matters is if we are praying in the right manner. When we pray we should do it with the cautiousness that we are praying to God Almighty. Oftentimes when we pray and do not receive results it is mostly from our ends. When we pray right God would definitely answer us.
God is never tired or fed up with our prayers. He actually desires that we pray to Him as often as possible. We don't come before the presence of the Lord anyhow. Back in the old testament, the people did not have the permission to even enter the temple. The only person that was permitted to do so was the priest. And if unfortunately for the priest he came in with sin, he wouldn't leave the temple alive.
That's how serious it was when dealing with God. But thankfully in our time, we have that direct access to God without the need of a priest. But still, some people may pray and not receive answers, and there are reasons for this.
James 4:3
Ye ask, and receive not, because ye ask amiss, that ye may consume it upon your lusts.
The intents in our hearts are very important when praying to God. Any prayer that is only for our personal gain is selfish and may go unanswered.
