The Bible provides immense teaching on forgiveness, but it never uses the phrase, “forgive and forget.” The Bible is more in line with the idea of forgiving from the heart and choosing not to remember someone else’s sins against them, as God does for us.
God promises to forgive our sins, and not remember them:
Isaiah 43:25;
“I, even I, am he that blotteth out thy transgressions, for mine own sake, and will not remember thy sins.”
Hebrews 8:12;
“For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more.”
This doesn’t mean that God forgets our sins but He chooses not to hold our sins against us.
Jesus also taught us that we should forgive others as God forgives us:
Matthew 6:14–15 ;
“For if ye forgive men their trespasses, your heavenly Father will also forgive you, your trespasses. But if ye forgive not men their trespasses, neither will your Father forgive your trespasses.”
We must forgive others for God to forgive us.
The Bible does not explicitly instruct us to forget the wrongs done against us rather it directs us instead, to not "remember them."
1 Corinthians 13:5 - "Love keeps no record of wrongs."
Practically this means that we may remember the pain, we just choose not to think about the pain or bring it up as a weapon to hurt the other person. That is the biblical meaning of forget—let it go and refuse to carry that hurt or bitterness.
The Bible instructs us to forgive fully, and let go of resentment, just as God forgives us and does not hold onto our sins anymore. Forgive and forget in the Biblical sense means: "Forgive, and do not keep remembering the wrong against the person."
