Le gouvernorat de Jendouba se situe à l'extrémité nord-ouest de la Tunisie, à 150 kilomètres de la capitale. Il est limité par les gouvernorats du Kef et de Siliana au sud, le gouvernorat de Béja à l'est, 135 kilomètres de frontière avec l'Algérie (wilaya d'El Tarf) à l'ouest et la mer Méditerranée au nord, avec un littoral long de 25 kilomètres.
Ce gouvernorat se distingue par le climat le plus pluvieux du pays avec des précipitations annuelles atteignant 1 000 millimètres sur le littoral (près de 1 050 millimètres à Tabarka) et dépassant 1 500 millimètres à Aïn Draham3. La température moyenne se situe entre 5 et 10 °C en hiver et entre 25 et 30 °C en été.
