The monument symbolizes the feat of the creation of the national flag, which on February 27, 1812, Manuel Belgrano flew for the first time.

It is located in the city of Rosario, Santa Fe, in the Bandera National Park, above the ravines of the Paraná River. It forms a monumental civic axis with the first urban square called 25 de Mayo, in the oldest area of ​​the city.

The story goes that on February 27, 1812, at 6:30 in the afternoon, the then Colonel Belgrano raised the blue and white flag for the first time.

Numerous historical investigations attempted to determine the exact place where the national flag was first flown, but the exact location was always the subject of discussion. Doubts arose due to a text in Belgrano's communications in which he states that the flag salute was carried out at the Independence Battery, but this did not mean that the raising took place there. The place was confirmed some time later by a Commission that was in charge of carrying out a historical survey to determine exactly the location of the flying. Through stories from local residents and documentation, it was determined that the exact location is the site where the National Historical Monument to the Flag is located today.
