Inactives are starting to show in statistics (look for little i at 7 days and big I at 14 days). You can still use rankings to find the most likely targets, then click names to see how far away they are. Nobody inactive at the current stage will have more than their initial planet, so player info on Statistics will show their location and defenses.)
All the inactives within my range are being very actively farmed, so no point in spying or sending more than one light cargo. Cycle the targets closest to you, grab what you can.
