How about connecting with other parents with similar concerns? Share also your concerns with school administrators and maintain open communication with them. Teach your daughters to avoid secluded areas and walk with friends and trusted classmates. Advise them to say "no" or walk away from strangers or when they feel uncomfortable. I've done that too. The parents in their class have a group chat and each one looks out for the other including the teacher. I taught my kids not to get near strangers and told them to go straight at home especially when they don't have a trusted adult with them
