originally it was only possible to give a one hundred percent upvote, downvotes were not possible at all and user comments could not be voted on.
I vividly remember this, but comments COULD be voted on. The first big payout I got was from berniesanders giving me a $300 upvote to a comment I made about the ridiculousness of bots. lol

    In May 2016 when I joined, you could not vote on comments but it was quickly rectified.

    Oh that’s right, you were in there before launch! I got in there maybe two weeks after.
