Estimated balance is what goes into your upvotes (you get more regularly based on your voting units, and then it is 'spent' when you receive upvotes).
It will always be only a few cents if you are actively posting because it is going into the upvotes you have received.

I don't understand your question. You sponsor by sending 1 HIVE to @steembasicincome with their username in the transaction memo.
That does not consume any of the resources you see in the status response, and there is no way to consume any resource shown in the status response to sponsor people.
