When looking for cards to buy based on match types that will come in the future, I think the lower cost cards need to be considered as they will allow you fit a wrestler in a match up and still allow you to not only have a better chance to use a manager, but also give you enough space to use a a high level promo card.
So far Raven and Perry will be very good to use in the gimmick main event matches that are listed in the dirt sheet. They are expensive and there will most likely be freelance wrestlers and gear combination that may be able to be used to fill those attribute gaps in the future, but that may not come until next year. While that time passes the more those as well as the next promo WOO Partner cards will be worth (due to scarcity from leveling or collecting).
One thing we do not know about gear for sure (because no one has asked and when referenced, it was not mentioned) is if gear or any attribute buffs would increase the cost of a wrestler. But it should be assumed that it won't so stacking those gear cards and creating gear sets may even be more expensive and sought after than the promo cards.
