I believe you'll only need a monitor that supports HDMI... The $100 version should have everything else.
The $70 version is just a Computer+keyboard, and you'll have to get everything yourself including the SD storage which is essential to run it.

It's the recommended version. I think the other one is made for those who already had Raspberry Pi 4 or 3 and wanted to upgrade.

It's not available in many stores yet, only Raspberry Pi partners now. They're planning to release it worldwide before 2021 though.
