Does that mean the Government is sowing chaos in the country on purpose? (possibly)
Or did one of the groups stop following the Governments orders?

Anyway, the fighting has ended. Apparently, a third party got involved and moved the person whose kidnapping triggered this to a neutral location.
If I understood correctly, he's labeled a criminal by one group, and the other group didn't stay silent about it.
