Some people say that Google is a tracking company, above all else.

Regardless if you are their user or not, if you visit an ordinary website that has a tracking pixel from Big Tech, you are still subject to their extensive data collection processes.

This capability perhaps exists with it's AdSense services.

I think that your argument is largely correct. We must remember, the consumers of these services and the data they generate are the real value the tech giants. This data can of course be sold at a premium.

Yes. Paying for premium services is irrelevant as users are already paying a lot with their data.

I think the motivation to combine all these stand alone services would be strong when one takes into consideration the new players entering the market and recent moves made by Microsoft in strengthen its portfolio of offerings.
