Do you mean "congratulations to all who graduated"?
The word graduate (verb) 🎓 (in schools and universities) is a non-continuous verb, which cannot refer to any ongoing process. Forcing a non-continuous verb to be in continuous tense will make funny sentences like "the balloon is bursting". 😆
