I agree that such services, like garbage collection (using your example) are important. What about them makes theft "necessary"? Unlike other important goods and services like food, electricity and transportation?

Where I live garbage collection is voluntary and done by a couple of different private services. Two of my neighbors just run their own trash to the dump once a week. There's no need for the government to get involved.

I think it makes more sense to tax packaged foods on food. but not a very high data rate. Maybe 1%
Nothing that is necessary for life should be taxed. But I guess governments don't understand that...
Food is more important than trash removal. So why not steal people's wealth and provide everyone food?
Would that be wrong or justified?
