But even then, there is no possibility of preventing the abuser from cashing out.
So I am not sure what you would expect Hivewatchers to do.
Even If we blacklisted some users, the account can still freely transfer out as it pleases.

Cashing out is not an abuse unless the rewards were acquired through abuse (according to Hivewatcher's scope of work).
