I think some of these accounts that are not participating are particularly just looking for opportunities to earn these prizes then power it down. It's great to see you're trying to improve participation, sadly it's just the reward for some of these actions. Hopefully these changes with time.

It goes through phases where it gets better and then gets worse again. It is important to keep the contests/challenges fair.
