I wonder if you let Doggie out without a leash sometimes, or if he might run off somewhere? Probably there are a lot of cars around or temptations for him?

It is tough without voice control plus he is supper aggressive. I'm not sure about being able to train him honestly, some dogs are more difficult to train.
