There is no one to blame in such situations. A little bit of bad luck and a little bit of bad timing. I mean, it's his fault if he says we're going out at 20.20 and your partner isn't ready yet. These things always disappoint me a lot too. Because I like to make plans and it really bothers me when it breaks down. Especially when your partner or your friend doesn't care.

That's true. That's why I hate making plans with him in advance. It's always impromptu when I'm going out with him. I always need to adjust my thinking whenever I'm with him. That's okay with me sometimes, sometimes it's not.
Next time, plan everything yourself and ask him to follow it. Maybe things will work out that way.
