You brought something to mind: when you go to another country, you don't know the laws, but it is your civic duty to learn them. Even when you are in your own country, ignorance of the law does not make you immune from punishment; it is your duty to take the time to learn them.
I believe that being on a network where there are no physical consequences makes people feel less ashamed to show their true colors.
