It's interesting that you understood it like that... :) I understood it in other way around... You CAN say whatever you want, but you have to be ready to accept the responsibility for what you said and the consequences of the words that you said... In my opinion, that is freedom of speech...
Freedom of speech isn't shitting over some people and hiding behind the keyboard, or switching off your computer... 😃
As for delegation, I always think a small amount can't hurt, but it's not a good idea to give the whole cake to someone else to eat. You'll be hungry at the end.
