Hmm in the place where I live, it's actually mandatory to vote. If one were to miss out, we cannot vote in subsequent elections anymore. But of course, names can be reinstated if one provides a valid reason, e.g. a medical cert. So the turnout is usually more than 90%.
Yeah that's also not a good thing. Making it a requirement is worse in some ways because you know they are going to cheat and try to get away with it. When it's voluntary they try to convince people not to show up but it's relatively better in some ways, but in other ways like this it's not.
